Starting Sunday, 15 June, the Ministry of Human Resources and Emiratization (MoHRE) will enforce the annual Midday Work Ban. This rule prohibits outdoor work under direct sunlight between 12:30 PM and 3:00 PM and will be in effect until September 15.
According to the Ministry’s official website, the implementation of the Midday Work Ban for the 21st consecutive year reflects the UAE’s sustainable approach to fostering safe work environments in line with global occupational health and safety standards. The initiative aims to protect workers from heat-related injuries and health risks during the peak summer months.
99% compliance rate
Mohsen Al Nassi, Assistant Undersecretary for the Inspection and Compliance Sector, stated on the Ministry’s website: “The Midday Work Ban has achieved an outstanding compliance rate of over 99% for consecutive years, which highlights the deep-rooted social and humanitarian values within the UAE’s business community and private sector. It also reflects an advanced level of awareness regarding the importance of safeguarding human capital, which is a company’s most valuable asset. Moreover, it underscores the humane and progressive nature of UAE labour laws, particularly in relation to occupational safety and health.”
Dalal Al Shehhi, Acting Assistant Undersecretary for the Labor Protection Sector, noted that the “Midday Work Ban” has become a leading example of partnership between the Ministry, the private sector, and members of the community. This is reflected in the way partners have developed initiatives for workers during the ban period, thereby promoting the concept of social responsibility and highlighting the success of awareness strategies and the entrenchment of humanitarian values in the UAE’s work environment. The UAE hosts more than 200 nationalities who live, work, and invest in the country—aligning with the goals of the “We the UAE 2031” vision.
On-site inspection visits
The Ministry actively raises awareness among establishments and their workers about the importance of adhering to the Midday Work Ban through regular field inspections. These visits cover both work sites and workers’ accommodations, contributing to increased understanding of safety standards and helping prevent incidents of heat exhaustion and sunstroke.
The Midday Work Ban is considered a leading model of collaboration between the Ministry, the private sector, and the wider community. Companies often launch initiatives to support workers during the ban period, reinforcing social responsibility and the UAE’s humanitarian approach to employment. This aligns with the objectives of the “We the UAE 2031” vision, which supports a thriving, inclusive society welcoming over 200 nationalities for work, life, and investment.
Over the years, private sector companies have consistently provided fully equipped rest areas for workers during the daily ban hours. These efforts underscore a strong awareness of the need to protect workers’ well-being and ensure their recovery before resuming duties. The Ministry encourages all private firms to adopt such initiatives, which positively impact worker health and productivity.
Protective equipment and shaded areas required
Under the ban, companies are required to provide specific equipment and facilities for the duration of the prohibition. This includes shaded rest areas to protect workers from the sun, cooling tools such as fans, sufficient drinking water, hydrating supplies such as salts approved by local authorities, and other comfort items. First aid kits must also be readily available on-site.
The ban’s provisions also take into account the need to ensure continuity in essential services. Exceptions apply to work that cannot be paused for technical reasons, such as laying asphalt or pouring concrete, which must be completed within a limited timeframe. Other exceptions include emergency repairs affecting public utilities, such as water or power outages, disruptions to traffic, or any essential services requiring immediate intervention. These activities must be authorized by the relevant government authorities.
Strict monitoring and financial penalties
MoHRE will closely monitor compliance through its regulatory systems and encourages the public to report violations via its call centre at 600590000, or through its official website and smart app.
Companies found in violation of the ban may face fines of Dh 5,000 per violating worker, up to a maximum of Dh50,000 if multiple workers are involved. The Ministry continues to intensify awareness campaigns and inspection visits, in partnership with public and private sector stakeholders, to educate employers and workers on the ban’s importance and ensure full compliance with the applicable regulations.
